PUBLIC NOTICE SEALED STATEMENT OF QUALIFICATIONS will be accepted by the City of Bowling Green, Ohio for Engineering and Surveying Services for the following project: Water Treatment Plant Clarifier Improvements The City of Bowling Green is accepting Statement of Qualifications for detailed engineering and design services for Accelator Clarifier/softening system improvements at the Water Treatment Plant. The WTP has two Veolia Accelerator Clarifiers that were originally constructed in 1967. The original scraper and rotor drives were replaced in the 1990’s and the tooth racks, roller tracks, roller assemblies, and pinions were replaced in 2009. The plants current average day production is approximately 5 million gallons per day (MGD) and obtains its raw water from the Maumee River. The raw water is pumped into a ground reservoir and then proceeds through sedimentation basins for primary settling followed by softening in the two Accelator Clarifiers. Ferric chloride and lime are fed in the primary mixing zones of each Accelator unit. Cathodic protection is used in the clarifier tanks to provide corrosion control of the tanks steel components. The proposed scope items to be addressed with the project include: a. Selective demolition of existing clarifier equipment. b. Replace Rotor Impeller Drive Mechanisms and Drive Platforms including variable frequency drive (VFD). c. Replace Roller Track and Tooth Rack. d. Replace Roller Track Support Beams. e. Replace Scraper Drive Mechanisms (integral VFD). f. Replace Roller Bearing Assemblies. g. Replace Scraper Blades and J-bolts. h. Replace Radial Collection Launders. i. Replace Outlet Launder. j. Replace Central Collection Launder. k. Replace Raw Water Inlet Baffle. l. Sandblast and recoat stationary structural steel to remain. m. Clean, repair, resurface and repaint beams to remain as needed. n. Remove all scale build-up on remaining equipment. o. Adjust impeller band openings as needed. p. Repair concrete tank as needed. The firm will also provide OEPA plan approval and loan assistance, construction administration and inspection, testing and commissioning, among other services. Engineering firms interested in being considered to provide the required services should reply no later than 4:00 p.m. on April 25, 2025. Statements received after this deadline will not be considered. Qualification statements shall contain the information requested below. Any Qualification Statements not including all requested information or not updated upon request will be reason to deem a firm unqualified. 1. Provide a brief history of the firm. Include year established, type of organization and information pertaining to major areas of expertise. 2. Provide resumes for key personnel of the firm that will be assigned to work on the project along with office location where the work will be performed. Identify the primary person in your firm to be contacted regarding the SOQ. 3. List clients and relevant representative projects within the last five years. Provide a brief description and relative size of each project, personnel that completed the work, and client contact information. 4. Provide a description of the scope of work anticipated for this project along with an estimated schedule to complete design, permitting, bidding, and construction. 5. Provide any further information which may be helpful for the City to determine the qualifications of the firm. As required by the Ohio Revised Code 153.65-71, the City will evaluate and rank the responding firms. The City will enter contract negotiations with the most qualified firm. The selected firm will be required to submit Certificates of Insurance providing professional liability and other insurance coverage acceptable to the City prior to the execution of a contract. Statement of Qualifications should be limited to a maximum of fifteen (15) double-sided 8-1/2 X 11 pages. Four (4) copies of the Statement of Qualifications shall be submitted in a sealed envelope and marked with “Water Treatment Plant Clarifier Improvements” to: City of Bowling Green Attn: Brian P.
