PUBLIC NOTICE - REQUEST FOR QUALIFICATIONS City of Bowling Green, Ohio Posting Date: May 6, 2026 North Main Street Shared Use Path Poe Road to Nims Road Response Due Date: 4:00 PM on May 29, 2026 The City of Bowling Green is requesting Qualification Statements (RFQ) from qualified professional engineering firms to provide surveying, engineering design, and related services for the North Main Street Shared Use Path project (Poe Road to Nims Road). The City teamed with Lucas, Wood, Ottawa, and Sandusky Counties in submitting a Safe Streets for All (SS4A) funding application as a conglomerate. This funding application was approved and is being administered by the Federal Highway Administration, with Lucas County serving as the primary funding grantee. Lucas County will coordinate with participating counties and municipalities for project development and construction. Funds must be obligated and the project constructed within five (5) years from the funding award date of March 2026. This project will be administered locally by the City of Bowling Green. The selected consulting firm will provide design-related services. The City will perform bidding, construction administration, and inspection services. The Lucas County Engineers Office will be hiring a separate environmental consultant to manage the NEPA process and requirements for all parties involved. The selected consultant for this project will be required to coordinate with Lucas Countys NEPA consultant and incorporate any necessary information into the plans. With an average daily traffic (ADT) of 13,377, the roads 5-lane cross-section provides significant excess capacity, allowing vehicles to travel well in excess of the posted 35mph speed limit; 85th-percentile speeds are approximately 45mph. These high speeds, combined with the prevalence of driveways providing access to businesses, contribute to frequent rear end, angled, sideswipe, and left-turn crashes. Many existing signals only allow pedestrians to cross the highway on one side of the intersection, incentivizing risky crossing behavior. The corridor saw three serious injury crashes from 2013-2022, two of which involved pedestrians. At Poe Road, dedicated space for bicyclists will be provided with a new shared use path connecting residents from downtown Bowling Green to the many services and job opportunities north along Dixie Highway to Nims Road. In addition, the City will review the existing signals along Main Street/Dixie Highway and seek to implement safety improvements at intersections ranging from timing to new bicycle or pedestrian signal infrastructure needed for the new shared use path. The project consists of the design of an off-street shared use path along North Main Street from Poe Road to Nims Road. The scope of work includes, but is not limited to: Land surveying of the project corridor Preparation of construction plans, specifications, and cost estimates Design of the shared use path and associated improvements Driveway modifications Utility coordination and relocation Drainage evaluation and modifications Traffic signal improvements (Poe Road to Newton Road) Evaluation and design of pedestrian hybrid beacon crossing(s) Preparation of right-of-way plans Right-of-way acquisition services may include: Title searches Legal descriptions Appraisals Negotiations The full Request for Qualifications can be found at https://www.bgohio.gov/bids.aspx CITY OF BOWLING GREEN, OHIO Lori J.
