NOTICE TO BIDDERS SEALED Bids for the furnishing of the necessary materials and construction of the: COMMON PLEAS COURT #1 OFFICE RENOVATION 2025 ONE COURTHOUSE SQUARE, BOWLING GREEN, OH 43402 Bids will be received by the Board of County Commissioners at the Wood County Commissioners’ Office One Courthouse Square, 5th floor, Bowling Green, Ohio, until July 21, 2025 at 2:00 p.m. local time and at that time and place will be publicly opened and read aloud. Late bids will not be accepted or read. The work will consist of one single prime contract. The estimate of probable cost for the project is $335,000.00 . Bidders shall not be responsible for paying sales taxes on materials incorporated into the structure. The Owner is tax exempt and a certificate will be provided to the successful contractor. The contract documents, including plans and specifications, are on file for viewing at the office of the Architect – Duket Architects Planners. Documents are available on the Wood County, Ohio website at https://oh-wood county.civicplus.com/bids.aspx A mandatory bidders’ conference and walk-thru has been scheduled for July 10, 2025 at 9:00 a.m. local time at the Wood County Courthouse Building, One Courthouse Square, Bowling Green, Ohio. Meet in the Annex. All Requests for Information (RFI) and questions must be e-mailed (no telephone calls) to jbrummel@duket architects.com or achafins@ woodcountyohio.gov and received by July 11, 2025 at 12:00 p.m.. An Addendum will be issued in response to all received RFI’s. All bids must be signed and submitted on requested bid documents. Bids must state the prices in the blanks provided and be enclosed in a sealed envelope marked – COMMON PLEAS COURT #1 OFFICE RENOVATION 2025 – and addressed to Wood County Commissioners, One Courthouse Square, Bowling Green, Ohio 43402. A Bid Guaranty must accompany all bids. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. 2. A certified check, cashier’s check or letter of credit in favor of Wood County Commissioners, in the amount of ten percent (10%) of the bid. If the contract is awarded, a Contract Bond will be required, which is a one hundred percent (100%) payment and performance bond. Bidders shall submit with their bid the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Wood County, Ohio. Bidders shall submit with their bid the affidavit declaring that its principal officers, directors, shareholders and/or partners are current with any court-ordered child support payments pursuant to the Board of County Commissioners’ Resolution No. 92-2041. Bidders shall submit with their bid the affidavit declaring that the bidder has not colluded or conspired with any other bidder to secure any advantage against Wood County or any person interested in the proposed Contract. All waste materials generated from this project must be taken to the Wood County Landfill for disposal. The Board of County Commissioners shall be responsible for all hauling and landfill costs and shall provide a roll-off box for this use. Contractor shall advise the Board of County Commissioners when the roll-off box is full. The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Commerce, Division of Industrial Compliance, Bureau of Wage and Hour Administration of the State of Ohio in accordance with all provisions of the Prevailing Wage Act of the State of Ohio, Ohio Revised Code §§4115.03 to 4115.16 and related requirements. Bids received after the scheduled bid opening date and time, or not accompanied by a satisfactory bid bond or check, will neither be read nor considered. DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN OHIO REVISED CODE §153.011 APPLY TO THIS PROJECT. COPIES OF OHIO REVISED CODE §153.011 CAN BE OBTAINED FROM THE OFFICE OF THE OHIO FACILITIES CONSTRUCTION COMMISSION. The Board of County Commissioners may reject any or all of the bids. The Board of County Commissioners reserves the right to waive any irregularities in the form of the bid that do not affect or destroy competitive bidding. In no case will an award be made until all necessary investigations are made as to the qualifications of the bidder to whom it is proposed to award the contract. The Notice to Bidders is posted on the internet and may be viewed on the Board of County Commissioners’ web page at https://oh-wood county.civicplus.com/bids.aspx No bidder may withdraw his bid for a period of sixty (60) days after the scheduled closing time for the receipt of bids.
