NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS On or after August 28th, 2025, the City of Bowling Green, Ohio will submit a request to the Department of Housing and Urban Development (HUD) for the release of Federal Community Development Block Grant Entitlement (CDBG) funds under Title I, Section 104(g) of the Housing and Community Development Act of 1974, as amended; 42 U.S.C.-530.1, to undertake the following project: Tier 1 Broad Review Project/Program Title: Rental Rehabilitation, Elderly Home Repair, Home Repair, and Mobile Home Repair. Purpose: All projects will be the rehabilitation of single-unit residential except for Rental Rehabilitation, which will include rehabilitation of single and/or multi-unit residential. Rehabilitation will be for residential buildings with one to seven units, land use will not be changed, the footprint of the buildings will not be increased, unit density will not be changed, and estimated cost of rehabilitation to any building will be less than 75 percent of the total estimated cost of replacement after rehabilitation. Location: Project locations can’t currently be established, but assistance will only be provided within the city limits of the City of Bowling Green. Project/Program Description: The purpose of the described programs are to provide safe, decent, and affordable housing for low and moderate-income households. This includes interior and exterior rehabilitation. Examples of rehabilitation include but are not limited to roofing, siding, painting, windows, doors, furnaces, air conditioners, water heaters, plumbing, electrical, structural repairs, weatherization, and accessibility upgrades. Total estimated funding for the five funding years through 2025-2029 is $1,015,625 in CDBG Entitlement funds and $31,250 in private landlord match dollars for the Rental Rehabilitation Program. For a total estimate of $1,046,875. Project locations can’t currently be established, but assistance will only be provided within the city limits of the City of Bowling Green. These projects cover the five fund years of 2025-2029 which include grant numbers B-25-MC-39-0025; B-26-MC-39-0025; B-27-MC-39-0025; B-28-MC-39-0025, and B-29-MC-39-0025. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. Level of Environmental Review Citation: 24 CFR Part 58.35(a)(3)(i). Tier 2 Site Specific Review: The site specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: All projects described are subject to Tier 2 Site Specific Reviews, which shall include a review of all factors for the specific sites to ensure compliance. Mitigation Measures/Conditions/Permits (if any): Project will not require any mitigation measures/ conditions/permits. Estimated Project Cost: Total estimated funding for the five funding years through 2025-2029 is $1,015,625 in HUD CDBG Entitlement funds and $31,250 in private landlord match dollars for the Rental Rehabilitation Program. For a total estimate of $1,046,875. The activity/activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR Part 58.35(a)(3)(i). An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the City of Bowling Green Community Development Office, 305 N. Main St, Bowling Green, Ohio 43402 where the documents may be examined or copied weekdays 8 A.M to 4:30 P.M or via the HUD Environmental Review Online System (HEROS) at https://www.hud exchange.info/programs/environmental-review/environmental-review-records/ . PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Bowling Green, Community Development Administrator by email at cd@bgohio.org or by mail/ in-person at the City of Bowling Green, ATTN: Community Development Administrator, 305 N. Main Street, Bowling Green, Ohio 43402. All comments received by August 27th, 2025, will be considered by the City of Bowling Green prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The City of Bowling Green certifies to HUD that Mike Aspacher, Certifying Officer, in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bowling Green to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Bowling Green’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Bowling Green; (b) the City of Bowling Green has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to: U.S. Dept. of HUD, Environmental Officer, 200 N. High St., 7th Floor, Columbus, OH 43215 or via email at CPDColumbus RROF@hud.gov . Potential objectors should contact HUD to verify the actual last day of the objection period.
