PUBLIC NOTICE SEALED STATEMENT OF QUALIFICATIONS will be accepted by the City of Bowling Green, Ohio for Engineering and Surveying Services for the following project: ATAD Heat Exchanger Improvements The City of Bowling Green Water Pollution Control Facility uses the Autothermal Thermophilic Aerobic Digestion (ATAD) process to treat Class A biosolids. The City plans to increase the size and capacity of the ATAD heat exchanger equipment, and necessary appurtenances, to improve operations. The firm selected will perform or assist with the following: design, engineering, permitting, construction documents, bidding, and construction administration, observation, and inspection. An OEPA/OWDA WPCLF loan may be used to fund the project. Qualification statements shall contain the information requested below. Any Qualification Statements not including all requested information or not updated upon request will be reason to deem a firm unqualified. 1. A brief history of the firm. Include year established, type of organization and information pertaining to major areas of expertise. 2. Resumes for key personnel of the firm that will be assigned to work on the project along with the office location where the work will be performed. Identify the primary person in your firm to be contacted regarding the submittal. 3. A list of clients and relevant representative projects within the last five years. Include a brief description and relative size of each project, personnel that completed the work, and client contact information. 4. A description of the scope of work anticipated for this project along with an estimated design and construction schedule. 5. Any further information which may be helpful for the City to determine the qualifications of the firm. The deadline for submitting Qualifications is 4:00 p.m. on April 16, 2026. Qualifications should be limited to a maximum of fifteen (15) double-sided 8-1/2 X 11 sheets. Respondents can submit their Qualifications with one of the following options. 1. Paper: Deliver one unbound paper copy in a sealed envelope marked “Qualifications – WPC ATAD Heat Exchanger Improvements” to the following address. City of Bowling Green Attn: Brian P. Questions regarding the project should be emailed to bgutildir@bgohio.gov with the subject line “Questions - WPC ATAD Heat Exchanger Improvements”. The City intends to respond within 2 business days after receiving the question. Questions received after 4:00pm on April 9, 2026 will not be addressed. As required by the Ohio Revised Code 153.65-71, the City will evaluate and rank the responding firms. The City will enter contract negotiations with the most qualified firm. The selected firm will be required to submit Certificates of Insurance providing professional liability and other insurance coverage acceptable to the City prior to the execution of a contract.
