PUBLIC NOTICE REQUEST FOR QUALIFICATIONS OVERHEAD ELECTRIC DISTRIBUTION AND TRANSMISSION ENGINEERING SERVICES SEALED STATEMENTS OF QUALIFICATIONS will be accepted by the City of Bowling Green, Ohio, for professional engineering and related services for overhead and underground electric distribution and transmission system improvements. The City of Bowling Green is seeking qualifications from professional engineering firms to provide engineering and design services for overhead and underground electric system improvements. The City anticipates multiple projects involving its 12.47-kV overhead and underground distribution system and related 69-kV overhead facilities. Projects will be identified and authorized as system needs, customer requirements, capital plans, funding, and construction schedules are developed. The City anticipates ongoing improvements associated with customer load growth, new and expanded service requirements, system capacity needs, and continued development within the City's electric service territory. Some assignments may begin with an identified need or desired outcome, with the selected firm assisting City staff in evaluating alternatives and developing the appropriate improvement. Projects may range in scope from limited line extensions or upgrades to multi-mile improvements. The selected firm is anticipated to serve as a primary engineering resource for overhead electric line projects and work closely with City electric utility personnel in planning, design, bidding, and construction. The City reserves the right to procure other engineering or specialty services separately as project needs warrant. Anticipated Services • Planning, engineering, and design of new, extended, rebuilt, or reinforced 12.47-kV overhead and underground distribution circuits. • Modification or replacement of existing pole lines to accommodate additional circuits, increased capacity, or revised configurations. • Development and design of new overhead line routes to serve customer requirements, system expansion, and capacity needs. • Engineering and design associated with 69-kV overhead line improvements. • Evaluation of alternatives, routing, constructability, and sequencing for proposed improvements. • Preparation of construction drawings, specifications, cost estimates, and bidding documents. • Surveying, easement/right-of-way, permitting, bidding, and construction support as required for individual assignments. • Record drawings and project closeout documentation. Statement of Qualifications Engineering firms interested in being considered to provide the required services should submit a Statement of Qualifications no later than 4:00 p.m. on October 27, 2026. Statements received after this deadline will not be considered. Qualification Statements shall contain the information requested below. Qualification Statements not including the requested information, or not updated upon request, may be deemed unqualified. 1. Firm Background and Experience. Provide a brief history of the firm, including organization, office location, and relevant overhead electric utility engineering experience. 2. Key Personnel . Identify the project manager and key personnel anticipated to perform the work. Provide resumes demonstrating relevant experience and identify the primary contact regarding the SOQ. 3. Relevant Projects. Provide representative overhead and underground electric line projects completed within the last five years, with emphasis on 12.47-kV distribution and 69-kV facilities. Include a brief project description, personnel involved, and client contact information. 4. Approach and Availability. Describe the firm's approach to providing ongoing engineering services, including responsiveness, coordination with City staff, and ability to support projects from planning through construction. 5. Additional Information. Provide any other information helpful to the City in evaluating the firm's qualifications. Selection Process As required by Ohio Revised Code Sections 153.65 through 153.71, the City will evaluate and rank the responding firms and enter contract negotiations in accordance with applicable Ohio law. The selected firm will be required to submit Certificates of Insurance providing professional liability and other insurance coverage acceptable to the City prior to execution of a contract. Submission Requirements Statements of Qualifications shall be limited to a maximum of fifteen (15) double-sided 8-1/2 x 11-inch sheets.
